Bolivia’s Pioneering work with the WHO

Bolivia is working with the World Health Organization (WHO) to reclassify the coca leaf, moving it from Schedule 1 of the 1961 Single Convention on Narcotic Drugs. A strong dossier, supported by Colombia and Peru, has been submitted. Independent experts are reviewing the dossier, and the WHO is expected to issue a draft report in June 2024, open for comment. A final report will follow in October, with a final vote in March 2026.
Bolivia has undertaken extensive research and outreach, including an international symposium, a product catalog showcasing coca leaf uses, and exhibitions at COP16 and upcoming events in Vienna. The goal is to highlight the medicinal, nutritional, and cultural significance of the coca leaf, promoting organic cultivation and countering negative associations linked to pesticide use.
